How to convert images to PDF

JPG, PNG and HEIC to PDF on a phone or a laptop
The converter is a web page, so it runs the same way on an iPhone, an Android phone, a Windows laptop or a Mac. Open this page in the browser you already have and add the images from your camera roll or downloads folder. There is no app to install.
iPhone photos are the one format that trips people up. Apple saves them as HEIC, which it describes in its guide to using HEIF media on Apple devices, and most Windows software still refuses to open it. This tool decodes HEIC directly. If you only need the photo as a JPG rather than a PDF, the HEIC to JPG converter is the shorter route.
A PDF made here holds each image as a JPEG on its own page. That keeps the file readable by every PDF viewer and every upload form, and it is why a size limit is possible at all. If you need a single image smaller rather than a PDF, the image compressor targets an exact file size too.
Frequently asked questions
How do I convert an image to a PDF under 100KB or 200KB?
Pick Under 100KB or Under 200KB before you download. The tool rebuilds the PDF at lower quality, then lower resolution, until it fits, and keeps the best-looking version that does. A single scanned page usually fits in 100KB; a dozen photos will not, and it tells you so rather than handing you a file the form will reject.
Can I combine several images into one PDF?
Yes, that is the default. Every image you add becomes a page in the same PDF, in the order shown. Up to 30 pages per file.
Are my images uploaded anywhere?
No. The PDF is assembled in your browser with your own device's processor. Nothing is sent to us or anyone else, which is also why it works on a bad connection once the page has loaded.
Does it work with iPhone photos?
Yes. iPhones save photos as HEIC by default, and the tool decodes them directly, so there is no need to convert them to JPG first.
Why did my PNG lose its transparent background?
Every page is stored as a JPEG inside the PDF, and JPEG has no transparency, so transparent areas are filled white — the colour of the paper the page imitates. That is also what keeps the file small.
Will the PDF look sharp when printed?
At the default setting each page is embedded at up to 3000 pixels on its longest side, about 256 dots per inch across an A4 page. That is sharper than most office printers can reproduce. The size limits trade some of that away, which is the point of them.
