Which AI video generators produce a finished video, not just clips?

This is the most useful distinction in the category, and the one product pages tend to blur.

Clip generators — Runway, Kling, Luma, Pika, Sora — return 4 to 10 seconds of footage. Excellent footage, but footage. Publishing means writing a script, prompting each clip, regenerating the misses, recording or generating narration, adding captions, sequencing and exporting.

Pipeline tools — Leaxor, Fliki, Pictory, InVideo — return something you can upload. Leaxor takes a topic and returns a 9:16 MP4 with script, scene illustrations, narration and burned-in captions already assembled, usually in 5–10 minutes.

The trade is control for throughput. Clip generators give you shot-level direction and cost hours per video. Pipeline tools give you a finished result and less say over each frame.

A rough test when evaluating any tool: ask what you would still have to do before uploading. If the answer includes an editor, it's a clip generator regardless of how it markets itself.
